Card schemes

BELKARTBelarus’s national card scheme. Visa and Mastercard did not pull out of Belarus in 2022: in March 2022, they restricted cards from five sanctioned banks (Belinvestbank, Dabrabyt, and the Belarusian subsidiaries of Sberbank, VTB, and VEB) to use inside Belarus. The scheme also runs BELKART Pay, a mobile payment app distributed on Google Play and AppGallery; with no iOS or Google Pay, that channel is essential locally. Worth checking: the operator is the bank processing center, which is often confused with the interbank settlement center.ОАО «Банковский процессинговый центр» (Belarusian bank processing center; the scheme operates under the authority of the National Bank of the Republic of Belarus)

Wallets

Оплати (Oplati)Belarusian QR code payment and transfer service, backed by e-money rather than a card, and open to customers of any bank in the country. Its interoperability with QR codes from Russia’s SBP and from Sber makes it one of the few retail payment bridges between the two countries. Not to be confused with KROK, the national QR service launched by the central bank.ООО «Оплати» (Belarusian company registered in late 2018, a resident of the Minsk High-Tech Park, founded by banking IT professionals; it also operates software-based cash registers) · since 2018

Other

ERIP (Единое расчетное и информационное пространство)Single settlement and information space: a national one-stop billing hub where consumers and businesses pay school fees, energy bills, fines, and subscriptions from any bank. A centralized “bill payment hub” model rarely documented in the West, even though it underpins all bill payments in Belarus.National Bank of Belarus / Belarusian Interbank Settlement Centre · since 2008
BISS (Belarus Interbank Settlement System)Belarus’s RTGS system: real-time settlement of urgent and non-urgent interbank payments, and settlement of clearing balances from adjacent systems, including ERIP. A systemically important system, assessed by the World Bank and the IMF against the CPSS core principles.National Bank of Belarus (technical operator: Belarusian Interbank Settlement Centre)
